The purpose of the Council Workshop is to review and discuss policies and other items of interest to Council. Although resolutions may be passed at this meeting, the intent is to make a consensus decision to send an item to Council for debate and vote or refer the item back to staff for more information or clarification. Council Workshop meetings are held on the first and third Monday of each month and as per a Council resolution approved on April 11, 2017, the meetings will begin at 6:00 pm in the Blaney Room at Municipal Hall (Enter by the northern door on the east side of City Hall).
The purpose of a Council meeting is to enact powers given to Council by using bylaws or resolutions. This is the final venue for debate of issues before voting on a bylaw or resolution. As a rule, Council meets on the second and fourth Tuesday of each month starting at 7:00 pm in Council Chambers at Municipal Hall (Enter by the northern door on the east side of City Hall). A Question Period is held during this meeting where the public may ask questions on any subject, with the exception of Public Hearing bylaws that have not reached a conclusion.
Public Hearings are held to provide the public with an opportunity to convey their views on land use applications, such as zoning amendments, official community plan amendments, and on occasion, development permit applications.
The Local Government Act of BC requires that a Public Hearing be held before Council adopts an amendment to the Zoning Bylaw or Official Community Plan. The purpose of a Public Hearing is to provide all persons who believe themselves impacted by the bylaw amendment a reasonable opportunity to be heard before Council on matters contained in the bylaw, or by submitting a letter to the Manager of Legislative Services or email to the Clerk’s Department by 4:00 pm on the day of the Public Hearing. Written and oral submissions can be made at the Public Hearing itself until it has been adjourned, and these will be incorporated into the record. Under law, Council cannot receive input after a Public Hearing has been adjourned. Public notification of upcoming Public Hearing:
At least ten days before the Public Hearing is held the applicant updates the Development Sign on the property with the details of the Public Hearing, and the City sends a notice to property owners and occupants within a radius of 50 meters (164 ft.) of the subject property. In some cases (e.g. a city wide amendment, or large area change) legislation requires advertisement only, and not separate notices to individual property owners. Public Hearings are advertised in two consecutive issues of the local newspaper and online prior to the scheduled Public Hearing. The staff report and Public Hearing package is available for access ten days before the Public Hearing at the Planning Department counter at City Hall between 8:00 am and 4:00 pm weekdays (excluding statutory holidays), or on the City’s website.
All persons who deem themselves affected by the bylaw amendment shall be afforded a reasonable opportunity to be heard at the Public Hearing before Council on the matters contained in the bylaw or by making a written submission to the attention of the Manager of Legislative Services, or email the Clerk's Departments by 4:00 pm on the day of the Public Hearing. Please note that all written submissions provided in response to this consultation will become part of the public record which includes the submissions being made available for public inspection.
